Observation

The applicant has not purchased extra batteries for the flashlight. The applicant had hoped to license a room for sleeping and quiet activities but the windows are 47 inches above the floor inside and more than that outside. He had also hoped to use a second living area for an indoor gross motor space and the exterior ground outside the windows is more than a 47 inched drop.
