0165(2)(b) window blinds in the kitchen window were accessible to children and the inner cords of the blinds were capable of forming a loop and posing risk of strangulation 0165(2)(d) a plastic garbage bag full of leaves was observed at child level in the outdoor play space 0165(3)(b) the kitchen was accessible to children - licensor observed a child in the kitchen while the stove top was on as the provider prepared a meal 0165(4)(e) the water temperature in the bathroom was measured to be 130.4 degrees F.
