Observation

The child care is located on the lower level of a split level home. The stairs to the main front door are an exit path for a rear bedroom that is used for child care. The provider has blocked this exit with a gate that is not easy to kick or push open. It requires special knowledge to open. The provider has placed locking mechanisms on her windows to prevent them from opening fully. The window is a primary fire exit in the rear bedroom. It is a secondary exit in the main child care room.
