During onsite inspection, Licensor heard the front door emergency exit dead bolt being unlocked when arriving, and upon entering Amran Abdullahi locked dead bolt. The front door knob is not equipped to lock from the outside and remain unlocked from the inside, and dead bolts require special knowledge to unlock and open the emergency exit door. (3)(a)
