Observation

Licensor observed window blinds in licensed living room space. Blinds were observed to have a pull cord tied up, but were not retrofitted. Licensor observed plastic bag on the floor in bathroom space. Licensor also observed a roll of plastic bags inside of cabinet under sink with no lock accessible to children. Licensor observed water temperature at 123 degrees Fahrenheit.
