Observation

4c) the window sill in the toddler room is 4'1" from the floor. 3a) the front door (only swinging exit door) was locked. It was explained this door remains locked for most of the day, but is unlocked at the start of the morning and in the afternoon for drop off and pickup. 3c) a plastic knob cover was on the nap room door, blocking the ease of opening the exit door to get out. Doorways were blocked by swinging baby gates and dark curtains.
