0260(1)(a) The licensor observed that the retractable gate was not secured, allowing access to the unlicensed kitchen. The Licensor observed that the kitchen cabinets were equipped with child-proof locks; however, the locks were not securely fastened, allowing potential access to cleaning products stored inside. The licensor observed that a 3-year-old child had access to the pantry storage.
