Observation

Toothpaste with flouride was accessible in bathroom counter area. Dispute Description: The toothpaste was in a zip lock bag labeled with child's name and also inside of an air tight container on the back side of the bathroom counter. I had placed this there thinking it would be the best place, rather than inside of a lower cupboard or on the self behind the toilet due to particles. Licensing did recommend at time of visit to place it on the top shelf above the toilet.
