Observation

Emergency gate is not self-closing / self-latching. A pole was observed to be blocking the gate from being opened and or closed. Licensed outdoor area was not enclosed from one side to deter people from entering the outdoor licensed area. A gap was observed from the fence to the concrete that was greater than three and one half inches. No gate was observed on the right side of the outdoor space that is 4ft tall.
