Observation

The allegation that a teacher used prohibited discipline to prevent a child from hitting and kicking the teacher is more likely than not, valid because when the child layed down, the child was no longer in a position to harm themselves or others and the teacher could have used an alternative displine method instead of grabbing the child's hands and legs. The allegation that a teacher used prohibited discipline to prevent a child from running out of the classroom is more likely than not, not valid because the teacher grabbed the child as breif as possible to prevent the child from a potentually emergency situation and then used an alternative method to redirect the child back into the classroom. Since one of the two allegations that a teacher using prohibited discpline is valid, the violation for WAC 110-301-0331 is valid.
