Observation

There was enough information available to Licensor Severson at time of licensing assessment, observing the placement of the tree stump during the incident, identified near the concrete, being in violation to having a climbing item, to close to concrete / asphalt that had no supportive ground cover to meet CPSC or ASTM standards, allowing for fall zone and also ground cover to absorb a fall from the stump's location. As it was near the border of the asphalt and the item was not an approved item for climbing on, due to the height of the stump and location it was in.
